    By the special introduction of the performances, the features and the main application of infrared remote sensors and imaging spectrometer on the type of the airborne and the spaceborne, the paper discusses and evaluates the present developing situation of the infrared remote sensing technology. To prospect 90's, the infrared remote sensor of new development will have used in resouces investigation, enviroment monitoring, observation of atmosphere and meteorology and ocean, measuring of the earth radiation and observation of the astrochemical as well as military purposes. The paper also introduces the scientific frontier of tile future infrared remote sensing techniques and experimental plan for the shuttle and the space station. Author points out the systematic engineerings of infrared remote sensing application that our country may develope and its researching directions.

    The analyses of Surface temperature, Vegetation Index and Land coverage at a peatland by Landsat TMdata demonstrate that the surface state and the surface temperature is influential by Vegetation. From the analysis of Landsat TM data the following is demonstrated. 1. The growing of Sasa lowers the surface temperature. 2. The surface temperature decreases with the increase of Vegetation Index. 3. The relationship of surface temperature and Vegetation Index in summer can be presented as: Ts= (-14~-18 )VI + (30~40) therefore, biological amount in summer may be estimated from the surface tern perature.

    By interpretation of infrared aerial color photograph on the scale of 1:8000, industrial "three pollutants" in Baiyin city are divided into three big classification and twelve sub classification. Three sorts of special drawing of the source of atmospherics pollution. solid pollutant and industrial sewage (distribution have been worked out. and Agreat mass of data have been given. All these provide a great amount of foundetional information for enrironmenttal protection and urban constrtiction. It shows remote sensing that is a high-speed. economic and accurate method in investigating industrial"three pollutants" in industrialore area.

    A technique of bit-accumulation processing for study of spatial correlation and co-occurrence regulurity of multi-variables is presented in this paper. The Co-occurrence Index is computed by generating bit-accumulation image for expressing the spatial superposition relationship between multiple variables quantitatively. And the Co-occurrence Indexes can be converted into new variables which have been assigned definite geologic meanings and numerical concept, providing a basis for the geological analysis and the ore-favourable area locating.

    One of the issues concerned by remote sensing experts is for to establish ground apllication system of remote sensing technology. Through the local experiment of monitoring wheat, only in past half year, We teatatively solved the problems emerged in the Process of assisting macro-economic policy decision by monitoring winter wheat using TQC (Total Quality Control) method and provided qualified information products for the government's policy decision. Around start of the monitoring program as well as the vigour. area and estimation yield of winter wheat, four PDCA (Plan Do Check Action ) cycle targets are formulated and the applied technic of remote sensing is used from former cycle to the next. Using arrangmental and causal diagram and countermeasure planning table and alike, in this paper, the first PDCAis taken as an example to analyse the problems in the application of remote sensing, to find the factors affecting the problems, and to formulate and implement a planning of solving the problems. to check and summarize the result of the implementation. And then the next PDCAcycle is taken.
