    The "Digital Jiangsu"is an important project in Jiangsu's 21st century informationalization construction. This paper first emphasizes the importance and the feasibility of the "Digital Jiangsu", then puts forward the objectives and main contents of the "Digital Jiangsu", with special stress on the construction of the application exemplary project. With the reality of Jiangsu in mind, this paper advances the main guarantees and measures in the"Digital Jiangsu"construction.

    This paper discusses some important problems that China is facing in GIS specialty talents education based on a primary investigation into the present situation of China's college GIS specialization education. First, according to the disciplinary characteristics and talents conditions of GIS, three major characteristic features that GIS talents need possess are presented, together with the corresponding designing of the courses framework. Second, in accordance with the trend of world higher education development, this paper puts forward three different targets and their corresponding modes for college GIS talents education in the 21st century, with an aim to connect with the international GIS education. Third, in order to promote the quality of education effectively, this paper also advances some opinions on the tasks in today's upcoming education reformation, so as to ensure the development of China's GIS talents education in correct direction and hence to meet the urgent needs of specialists in China's economic construction and scientific development.

    This paper deals with the basic theory, the methods, the growing state survey and the result of yield estimation of paddy in Jiangsu Province by remote sensing since 1990. The conditions of the remote sensing surveying system of the main crop can be provided. It is likely to become a daily and ministrant remote sensing system similar to the satellite weather forecasting system and will be linked closely with governments and ordinary people.

    With the practice of land use and the investigation of cultivated land based on landsat TM data in Jiangsu Province as the main information source, this paper studies the positioning and qualitative as well as quantitative accuracy of satellite remote sensing in land use survey. The reliability, the applicability and the methods for improving the accuracy of satellite remote sensing in land use survey are also discussed.

    Under the support of"3S"technology, the spatial information of urban land-use in Wuxi city, Jiangsu Province, was picked up from the relief map and the remote sensing images. Then the change of urban land-use was described and its dynamical change mechanism was analyzed.Based on the evaluation of the environment, the relationship between the change of urban land-use and the environment was discussed.

    Along the coastal area of east Jiangsu Province, the back-and-forth movement of the coastline has greatly influenced local people's living conditions and their development. Based on satellite remote sensing digital images of three different periods, the authors analyzed both qualitatively and quantitatively the evolution of the coastline in the past twenty years. Furthermore, according to the historical information, the historical coastline was outlined, and the stability of the coastline was investigated.

    The application of remote sensing technology to investigating the abundant and complex beach resources proves to be quite effective. Based on satellite remote sensing digital images of three different periods, the authors analyzed characteristics of the beach resources in Jiangsu Province, such as their total quantity, distribution, developing trend and application prospects. The results reveal that the beach resources in Jiangsu Province tend to decrease, which is attributed to the fact that the utilized beach area is larger than the reproduced beach area. Therefore, better management should be emphasized in the utilization of the beach resources.

    The coastal shoal crowds, located in eastern Jiangsu, have different structures, distributions and developing features in different historical periods. Based on interpreting and contrasting emphatically the satellite remote sensing digital images of 70, 80 and 90 decades, the authors analyzed and studied the distributions, characteristics and developing tendency of coastal shoal and tidal inlet in the past 20 years.

    The analysis of the water quality pollution in Nanjing section of the Yangtze River by using the TM data from the USA Landsat has proved that the application of the satellite remote sensing technique not only reveals the extent, range and distribution of the water pollution objectively and comprehensively but also has the merits of saving time, labor and money. The successful utilization of this method is of practical significance in that it can be extended to the whole Yangtze River and other such great rivers.

    The researches on the urban pattern serve not only as the foundation of urban plan, urban construction and urban land utilization, but also as the basis of the urban social and economic development theory. Geographers have been studying the patterns of geographic phenomena from the general configuration of earth's surface to the urban pattern. China has made remarkable achievements in the field of urban pattern both in application and in theory since 1990. But most researchers are concentrating their studies on the mechanism of pattern change and paying less attention to characteristics of urban pattern itself, and there are no researches conducted on the objective and exact extraction of urban information. Therefore, the major purpose of this paper is to solve the problem as to how to extract urban information from remote sensing images objectively and exactly. The authors analyzed fractal characteristics of urban pattern on the basis of the above urban information. The changes of the complexity and the stability of the urban pattern can be revealed.

    In this paper, a method for solving the nonlinear problem of classifying Multi-band Remote Sensing Images is proposed. By introducing the concept of Kernel space, the classification, which cannot be performed linearly in the input space, can be mapped into a high-dimension space, in which the problem can be solved linearly. Moreover, by using Kernel Function, the complex computation in the high-dimension space can be avoided. Based on this method, this paper improved a simple classification method called adaptive min-distance algorithm, and applied it to the classification of multi-band remote sensing images. A choice heuristic is also presented to select an appropriate Kernel Function. Experiments show that, with higher accuracy achieved, the improvements prove to be useful in the classification.

    In this paper, a new adaptive classification fusion method was proposed based on the Dempster-Shafer's theory of evidence and fuzzy Kohonen neural network in remote sensing image. The new method incorporates ideas from unsupervised neural network model and uses neighborhood information in the framework of the Dempster-Shafer theory of evidence. This approach mainly consists in considering each neighbor of a pattern to be classified as an item of evidence supporting certain hypotheses concerning the class membership of that pattern. This evidence is represented by basic probability assignment, with pooled utilization of the Dempster's rule of combination. Experiments with SPOT remote sensing image demonstrate the excellent performance of this classification scheme as compared with the existing neural network techniques.

    Based on an analysis of the complexity of underground coal fire and the limitation of the available remote sensing data, this paper proposes a new kind of remote sensing technology system. Discussed in this paper are the necessity, feasibility, basic components and working procedure of such a system. To meet the need of thermal field modeling, data that reflect the features and changes of underground coal fire must be collected and processed in time by using the system. More attention should be paid to the study of the spatial and temporal evolution, especially the capability of such a system to predict the potential changes of underground coal fire.

    With the support of GIS technique, the land use information was obtained by interpreting the remote sensing images in 1985 and 2000, and the spatial process of the study area in the past 15 years was revealed. Then, based on the historical data, the human factor was employed to analyze the driving force. Some conclusions can be drawn: (a) the land use pattern is between the agriculture land use class and the urban land use class, and the general transformation characteristics are from the non-urban land use type to the urban land use type; (b)under the favorable policy formulated by the central and local governments, the main driving forces can play an important role in the land use change in Shanghai City.

    This paper deals briefly with the main parameters of "HT-1". As an example, The Aibi lake image was processed through noise eliminating, image enhancement, geometric rectification and pseudo-color compounding in ENVI software, and then the problems were tackled as to how to interpret water and other objects and how to find different physiognomies and other lake information from the image.

    To meet the needs of managing water supply network infrastructure and computerizing in aid decision in running water trade sustainable development, Nanjing Head Office of Running Water took the lead in and developed water supply network system in Nanjing. This system, based on relief maps scaled 1:500, includes four major function module-managing figure files, inputting pipe network, inquiring and counting, and rushing to repair and the decision module.
