Abstract  This paper simplifies the related Fluid Mech. formula on the basis of experiment result, the static state water thermal model is built up and related program is given. The maxium error between measuring and calculating is 0. 66℃ and the average error 0. 18℃. This model can be used in remote sensing reconnaissance of water pollution and other related fileds.
